HONGKONG. 7th. August, 1915.

I have the honour to report that the Central

Committee for National Patriotic Organizations addressed to this

Government a Circular letter, under date the 14th. June, suggesting

that the anniversary of the declaration of war against Germany

should be made the occasion of a patriotic demonstration in the

Colony to be arranged unofficially through the Chamber of Commerce. The proposal was discussed in Executive Council and it was unanimously agreed that a demonstration on the lines suggested was not suited to the particular circumstances of Hong- -kong, for the reasons set out in the enclosed copy of a letter

which I caused to be addressed to the Hongkong Chamber of Commerce.

I have been informed by the Chairman of the Chamber that his

Committee endorse the views held by this Government.

The anniversary of the outbreak of war was

however marked by a service of intercession in St. John's Cathedral

which was very largely attended. I attach 6 copies of the form of service employed.
